Wiltshire Children and Young People’s Plan 2008-2011

Purpose


The Children and Young People’s Plan has been produced by the Wiltshire Children & Young People’s Trust Board. Its purpose is to describe how it is intended to improve the wellbeing of children & young people in Wiltshire – and specifically to help ensure, with a particular emphasis on vulnerable groups, that all children & young people:
• Are healthy
• Stay safe
• Enjoy & achieve
• Make a positive contribution
• Achieve economic wellbeing


Layers


The Plan is made up of three “layers”:

Layer 1 of the Plan (“Working together – to improve outcomes”) is a published document available in hardcopy. It sets out the 10 shared priorities of the Children & Young People’s Trust Board and, for each priority, describes “What’s going to be different?” for children & young people as a result of the Plan.

Layer 2 of the Plan provides supporting and additional information, including:
• Underpinning information about needs and performance
• Actions, milestones and success indicators for achieving “What’s going to be different?”
• Developments in Working Together, including resourcing, workforce development, co-location and shared processes.
• Key plans and strategies that cut across the ten priorities of layer 1: looked after children & young people; safeguarding; youth justice; voice and influence.
• How the Plan relates/contributes to: the national Children's Plan; the 5 “Every Child Matters” outcomes; the Annual Performance Assessment; promoting equality.

Layer 3 of the Plan is the range of almost 50 specialist plans and strategies that contribute to what the Children and Young People’s Plan is trying to achieve. These are produced in various formats but are summarised in a standard form for the Plan.
